Kevin Markel, Texas Workforce Commission, Statewide Transition Specialist 

Kevin Markel is a Statewide Transition Program Specialist for the Texas Workforce Commission – Vocational Rehabilitation Division.  He has worked for this agency for 14 years in his current role, and previously, as a Transition Vocational Rehabilitation Counselor in the Ft. Worth area.  Mr. Markel holds an M.S. in Rehabilitation Counseling from the University of North Texas

Larry Elliott graduated from Texas Tech Health Sciences (TTUHSC) in 2013 with a master’s degree in rehabilitation counseling.  He earned an associate’s degree in mental health, and paralegal science from New Hampshire Technical Institute. Larry earned a bachelor’s degree in interdisciplinary studies with a minor in economics from Plymouth State University and is a proud graduate of Texas Tech University. He was a seasoned vocational rehabilitation professional long before he earned his degree, or even pulled on his first pair of boots in East Texas. Larry is a fifth-generation Antrim, New Hampshire native, a hometown boy who cut his rehabilitation teeth at Crotched Mountain Rehabilitation Center, a private school in Greenfield, New Hampshire. He worked for years as an advocate and served on the board of a CAP-funded disability rights agency. As a man with dyslexia, he knows firsthand the impact disabilities can have on a person’s life. Larry was elected five times to the New Hampshire State House of Representatives serving on Appropriation, Judiciary, and Labor and Rehabilitation Services committees. He was appointed Chairman of the New Hampshire Adult Parole Board by the Governor of New Hampshire. His first job in Texas was as a vocational rehabilitation counselor. Currently, Larry is member of the TTUHSC Rehabilitation Counseling Advisory Board and works as a Deputy Regional Director for Texas Workforce Solutions, Vocational Rehabilitation Services. 


This presentation will provide a brief overview of the requirements under WIOA to provide Pre-Employment Transition Services within a large state like Texas.  It will also review existing and new statewide initiatives that Texas VR is conducting in order to begin meeting these requirements.  Strategies, from an East Texas perspective, on these initiatives and on working with educational and community partners will also be shared and discussed.
